Interactive Dialogue with the Special Rapporteur on violence against women, its causes and consequences and the Special Rapporteur on the human rights of migrants

Mr President,
We would like to thank the Rapporteur on violence against women for this opportunity to express our deep concern regarding the widespread violence currently faced by women and girls in Mexico, and the physical, mental, emotional, and structural forms in which it is manifested.
Alongside the ongoing problems of structural discrimination faced by women and girls, Mexico currently suffers from various widespread human rights violations that affect wider demographics. We would like to highlight the need for a recognition of the particular challenges faced by women within the human rights violations of enforced displacement, arbitrary detention, sexual torture, enforced disappearances and extrajudicial executions, amongst others. We call for the State not only to end impunity for torture at the hands of state agents, but also to recognise the unique and differentiated nature of sexual torture and to acknowledge the particular vulnerability of detained women. We are greatly concerned about policies of the militarisation of public security and the effects of legislation to this end, such as the Internal Security Law (Ley de Seguridad Interior), contributing to a widespread and institutionalised culture of impunity that hinders the implementation of international standards as expressed through CEDAW, and the Beijing Declaration.
Mr President,
As a country of origin, transit, destination and return, Mexico is closely related to migrant populations. Migrants in Mexico find themselves, without the support of a state that represents them and defends their rights. They face not only stigmatization and cultural discrimination but inhibits their human rights and access to justice through bureaucratic obstacles, language barriers, deprivation of liberty at holding centres, and a generalized lack of knowledge of their rights on the part of both state representatives and migrants.
The challenges faced by Mexican migrants and migrants in Mexico indicate a severe need for implementation of and access to international procedures and protections that transcend state borders.
